TechClient Version 1.96

Changes for this release are

1. PassPhrase feature added 
   1. PassPhrase required to start TechClient
   2. PassPhrase protects locally stored information from local admin bad actor
   3. Existing Keys can by loaded by “Load unencrypted keys” and “Delete unencrypted keys” from Settings tab 
2. Made various GUI changes (per user feedback) 
   1. User Passwords not visible until selected
   2. Saved column width issue fixed

TechClient requires .Net version 4.6.1
